No. Traditional Topo models include mild arch contours, but the Topo Connect features a completely flat footbed. It is built intentionally to allow your foot muscles to engage fully and build natural strength.
Topo Connect is only good if you are already fully adapted to barefoot running. Heavy runners who strike hard on their heels will find the lack of a midsole painful on hard pavement. If you are a heavy runner and want to try Topo, models with thicker foam layers are safer starting points.
